The committee, however, encouraged any subgroup of counties in PD9 that feels it could realize a saving by the regional approach to go ahead and adopt that approach. Cilimberg said that PD9 would assist any such subgroup. The committee also recommended that counties move to a 4-year reassessment cycle rather than continue with a 5 or 6-year cycle. The purpose would be to keep assessments as close to fair market value as possible.
Sludge
Bill Strider of the PD9 commission reported the findings of an informal study on the potential land capacity for the application of septage and sludge in Rappahannock County. In conducting the study, Strider consulted both with the Water Control Board and the Health Department.
