Referring to the recent demands for pay increases from certain county employees, Frazier told the supervisors “the county should not be controlled by its employees.” He discouraged the board from hiring a county administrator, believing the existing number of county employees to be sufficient. He also Urged the supervisors to take a conservative stance on the budget, suggesting they hold work sessions to rework it. Frank Reynolds of Washington, citing the allocation of $1.2 million in the budget for additions to the high school, argued that the county’s educational priorities were wrong. Reynolds said it would be nice to have the additions but that it was more important to have good teachers. Consequently, he thought that plans for construction should be abandoned in favor of raising teachers’ salaries: “We need to pay teachers in Rappahannock more than teachers in surrounding counties.” Referring to the proposed additions to the building, Reynolds said “the crisis is in whose teaching our kids, not where they are (being taught).” Phil Irwin of Flint Hill disagreed with Reynolds’ point that teachers in DAVID R.BATCHELDER -Class “A” ContractorCUSTOMBUILT
