approved a resolution last Wednesday supporting “in concept” a statewide bond issue of “at least $500 million” for road construction.
The resolution, approved unanimously, backs either revenue or general obligation bonds for the improvements. Revenue bonds could be approved by the General Assembly alone, while general obligation bonds would require assembly and voter approval in a referendum.
