The 4-H program of the Cooperative Extension system provides ed-' ucational opportunities for nearly 4.5 million youth. They live in both urban and rural areas and represent all social, ethnic and economic backgrounds. One of the greatest strengths of 4-H is the diversity which enables it to address the needs of youth. Through 4-H young people develop the leadership, initiative and responsibility they will need to function as citizens in a democratic society. The 4-H emphasis on development of people through practical teaching is needed more than ever today; in the future, that need will grow throughout rural America, in rural non-farm America and in urban America.
4-H is the only youth program which has direct access to the knowledge, theory and research - all of the advances - of the land-grant university system. 4-H continues to teach the newest methods of agriculture to rural youth. Yet, as ours has become more and more an urban nation, 4-H has reached out to meet needs as they evolve in the changing environment.
