Grease an llx7-inch pan. In medium bowl combine flour, soda and cream of tartar. Cut in shortening until it looks like coarse crumbs. Add milk, stirring until dough holds together. Divide dough into two equal balls. On well-floured surface, roll first ball to a 15x11-inch rectangle. Fold pastry into quarters; place in pan and unfold, easing into pan; press into place. Roll remaining ball to 12x«-inch rectangle. Fold into quarters and set aside. Measure sesame seed; set aside. In medium bowl, combine ground beef, rolled oats, onion, ketchup, mustard, corn and egg; mix well. Spoon into prepared crust, pressing evenly over bottom to edges. Top with pickle relish and sprinkle with cheese. Place remaining crust on top, unfold and seal edges; trim excess. Brush surface with water;
