tors that is based on the top of the teachers’ pay scale. For instance, the first step of the administrative scale, which is the position of elementary school assistant principal, is 1.02456 of what a teacher with 25 years experience earns. With instructional pay in Rappahannock raised significantly in the past several years, “administrative and teacher salaries have gotten closer and closer and have, in fact, collided,” the superintendent said, to the point that the two assistant principals are making less per month than the highest paid teacher in the school system.
“I think it’s tremendous what has happened to the teachers’ salary schedule,” but in order to get and keep good administrators, the pay plan there “must keep parity,” he said, noting that the seven percent pay increase is applied to the new scale, not current wages.
Other highlights of the proposed budget include:
• An additional teaching position at the elementary school. Unless enrollment requires a fourth kindergarten class, the new position would be for art and gifted and talented resource.
• A seven percent increase in the supplemental duty pay scale and three new positions on the supplemental duty roster (Pop Quiz coach, newspaper sponsor, and vocational department chairman).
• A jump from $31,730 to $74,414 in “other instruction costs,” primarily due to the expected placement of two additional students in residential programs.
• $50,000 for the purchase of two new school buses in a year that the School Board would have bought only one bus under its current replacement schedule. “The state tried to mandate a 12-year replacement cycle. It didn’t get through, but I think we need to look at that policy ... We want to maintain a safe fleet, and the only way to do that is to keep the mileage reasonable, and the only way to do that is to replace two buses every year,” the superintendent said.
