Hall was selected because he is both a member of the House Roads Committee and House Appropriations Committee, the selection ignored Robert Ball of Henrico, who is chairman of the Appropriations Committee and second ranking member of the Roads Committee, and Del. V. Earl Dickinson, chairman of the Roads Committee and second ranking member of the Appropriations Committee.
Del. Hall, who denied reports he is hostile to the Highway Department, said he would try to find answers for the governor-elect by inaguration day, Jan. 13.
The Hall mission may be seen in some quarters as a signal that though he sought election on continuing the Robb-Baliles years of progress and prosperty, Gov.-elect Wilder won’t be locked into the past eight years of conventional establishment thinking.
Mr. Wilder’s maverick record during his 20 years of service ip the General Assembly is another indication that his administration might not be quite as conciliatory as that of either Gov. Robb or Gov. Baliles.
His administration may well produce more clashes between the executive and legislative branches than was the case with his two Democratic predecessors.
