Mr. Luke said that it may be “some time” before the fruits of the task forces’ investigation are revealed, since undercover investigations are time-consuming and often lead in unexpected directions.
Similar operations are underway already in Rappahannock County, Mr. Luke said, warning those who might be predisposed to such conduct that there are “several” task forces and “at least one” special grand jury “now operating in Rappahannock County . . . and that doesn’t count the Feds — God knows what they’re doing.”
That is “message number one,” Mr! Luke said. “There are active, on-going investigations. We don’t publicize them,” and often indictments may be returned in localities other than the place where the activity took place. Sometimes, he added, indictments may be kept secret for some time to allow the subject to cooperate against other suspects.
However, he warned, the seeming lack of activity can be deceiving, Mr. Luke said, and sometimes even the investigators are surprised by the turns a case may take. “In drug prosecutions, I have learned not to take anything for granted.”
