Artists are not favored over anyone. I think quite the contrary. We generally are a little outside the mainstream.
For some strange reason we question what goes on around us, we hold things up and look at them, and we invite you to come look at the way we look. We want to encourage a discussion, a dialogue. That is what art has done for centuries. And here in the West, when we judge earlier civilizations, we seem to judge them often on how creative they were, what was their art really like. . .the Scythians, the Celts, the Egyptians, the early tribes of West Africa, the Greeks, the Romans.
Thus 25 years ago, the Congress deemed that in addition to supporting all manner of other groups and peoples and industries and wants, it might be time to encourage a few, a very few artists by spreading a little money (and I mean a very little money) to some institutions who might be able to find a few artists who needed help to do their work. The monies that the NEA has to grant in a year are equal to the amount spent by the Defense Department on military bands also in a year! The Federal government spends less on art than most other western governments.
If you would get the government “out of arts” then why not out of farming, out of industry, out of social security, out of banking, out of regulation and out of all the other places that it subsidizes or protects. And of course, we don’t want that. Please, it is hard enough being an artist without making us a scapegoat for your frustrations as well. I think we’d even settle for a level playing field, or at least as level as anyone elses!
