Keeping the issue visible until the 1991 legislative elections might well boost chances of GOP candidates, particularly since by then many thousands of Virginians will have felt the impact of the budget squeeze.
Yet as politicians of all parties who try to cut budgets know those who get cut, no matter how noble the reason for the reduction, often resent it. As one legislator who preferred to remain anonymous said, “Everybody believes in fiscal integrity. However, they think it means cutting the other guy’s budget — not their own.”
