Mrs. Massie said she found it interesting to see how other schools present material to children. The staff at the elementary school and the administration will give the board recommendations on how to respond to the parents’ offer, she said.

Later the board heard from Edwin Outright, president of the Home Educators Association of Virginia. He lives in Culpeper County and has been involved in home schooling since 1981, he said. He said that in earlier years “Rappahannock County was reputed to be a friendly place for home schooling. ”

This year he said he had heard from two parents whose applications for home schooling mailed the first week in September had been turned down because they were received after the end of August deadline. “I
