Nearly three weeks after receiving 10 bids for construction of the new library, the Library Board voted to contract with Nielsen Construction Company of Harrisonburg for the building.
Nielsen’s bid of $495,570 was the next to the lowest bid received for the project. Moss Construction Company, also of Harrisonburg submitted a bid of $478,570, $17,000 lower.
During the interim members of the Library Board have been checking out the referrences submitted by the two lowest bidders. One of the referrences submitted by Moss was for a recreational building containing a swimming pool constructed at the Massartutten ski resort.
Commonwealth Attorney Peter Luke said that since submitting the bid for the library Moss Construction sued Great Eastern Resorts Inc., developers of Massanutten, for not making the final payment for the project. Great Eastern countersued Moss for $750,000 for not completing the project and for poor workmanship.
Library Board Chairman William Young said last Wednesday afternoon, “What we have determined to do is rank the two lowest bidders on the basis of the references we have on them, the bids themselves, the quality of their work, their supervision ability and their ability to keep up with work schedules.”
