Mr. Outright acknowledged that the tester has to be acceptable to the school system, but said that for the Iowa standardized test, which is used in Virginia public schools, anyone with a four-year degree can give the test. “You can’t pick out two people in the county and license them as testers.”
Mr. Outright said also, “If a parent does not want to submit a child to a standardized test, he’s supposed to have an alternative.” He said some children panic in testing situations and for them a subjective evaluation of a portfolio of their work would be more appropriate.
