He said that his group was also concerned about Rappahannock’s procedures for evaluating progress of students in home schooling. The law says that parents must submit evidence of progress by Aug. 1. The students in home schooling can come into the schools and take standardized tests with regular students or parents can arrange to have them tested by somebody else, not a parent or guardian. To continue in home schooling the student must test at the level of 40 percent or higher.
The letters that parents approved for home schooling listed two people approved to administer standardized tests, Mr. Cutright said. “The superintendent does not have the authority to license a person as a tester,” he said.
