Rappahannock High principal Toth said students will be told at an assembly of the policy changes, which include a prohibition against all hats, recognition that the legal age to possess cigarettes has been increased to 18 (although smoking had already been prohibited at RCHS), a new program for the school’s best scholars, and no student visitors on school grounds. Mr. Toth said new assistant principal and athletic director Larry Carter will also be introduced to students
