• Selected the bid by Bluebird to buy two new school buses. The board was forced to rebid the project after the winning bidder increased his price after Rappahannock Public Schools had already placed its order, according to Mr. Chappell.
• Heard a presentation by Margarita Piper and Raye Tupper concerning a new program called “noncategorical primary special education.” The program, said Ms. Piper, provides guidance to children with mild forms of learning disabilities in the early grades.
<• Were informed of the findings of the State Water Control Board following the visit of officials to the chlorinator-lagoon. Dr. Gangel said several upgrades were ordered, with others needed before the apparatus is relicensed in 1993.
Some of their recommendations would be quite expensive, said the superintendent. “If indeed we are required to renovate that, it’s going to be a major price item,” he said.
• Passed the remedial reading plan, a yearly formality.
• Heard that the price for Blue Cross, Blue Shield coverage just went through the roof. Because the school system had several “major situations” last year, individual coverage will increase 59 percent, individual-plus-one went up 48 percent and family coverage went up 36 percent.
“I feel it’s entirely unacceptable,” said Dr. Gangel, but he added: “I think our options are few.” He said he would be looking into those options, however.
