Warren County is plagued with the same problem.
Paul Ruffner of Front Royal pumped several tanks in this area for years, including the Town of Washington, The Inn at Little Washington and individual homes.
“I can only haul one load a day to Stephens City, and that has to come from Warren County,” he said, adding, at present, Front Royal’s sewage treatment plant is taking sewage from the town of Frdnt Royal only.
“I’ve had this business for 35 years,” he said, adding through the years his business had grown to the point where he had employed two sons.
