According to the investigating state trooper Steve Hawkins, both vehicles were traveling south on U.S. 522, when Mr. Jenkins tried to pass the tractor, just as Mr. Alther turned left onto a farm road.
Mr. Jenkins was charged with improper passing. Trooper Hawkins noted that the rules for passing farm vehicles are the same as for any other vehicle.
