Robin Purnell has filed an appeal to Town Council of the decision by the Architectural Review Board not to take jurisdiction in the matter of the fountain that was scheduled to be placed in a planter box by Trinity Episcopal Chruch at the corner of Main and Middle streets.
Mrs. Purnell is not a member of Trinity Church, a resident of the town or a property owner in town. ' ’ Coifnty Administrator John McCarthy, who acts as the town zoning administrator, said the Historic District Ordinance does not specify that an “agrieved party” has to be any of those things.
