No serious students of pre-collegiate education would argue that charter schools are or could become satisfactory substitutes for we 11-supported public education. By definition nonpublic schools are unwilling and incapable of taking on the burden of providing excellent education for all the children of the community regardless of their individual and special needs. To use taxpayer funds to create and support charter schools is a misuse of public funds, at best. At its worst, it is the abandonment of the difficult and demanding work of creating a first class public education system for all
