I also want to address the special needs of some of our children. 1 he hard reality is that not all children are born with identical abilities. Hducating the handicapped will not become cheaper with time. It is false logic as well as bad educational philosophy to argue that only by cutting the budget for special education can we improve the education of the aver-' age child and promote the talents of the gifted. 1

It is the responsibility of every', thoughtful citizen, whether they are a’ parent or not, to labor to create a Iwt'.* ter public school system for the c®l-' dren of Rappahannock County and. to' do so knowing that there are no free lunches or easy fixes. Perhaps the time has come when we need a group of objective, concerned citizens who will undertake to develop a strategicplan for the future of the school system.
