Democrats say that the funds, which were appropriated in the 1995 federal budget and remain available until the end of June 1996, would arrive with no strings attached.
“It’s merely an attempt from the U.S. government to reach goals that send help to schools,” said Sen. Stanley S. Walker, DNorfolk, co-chairman of the Senate Finance Committee.
