Gov. Allen also vetoed more than $3.2 million earmarked for Virginia Community Action Re-entry System Inc., also known as VaCARES, a statewide system assisting people released from prison in becoming reacclimated with society.
“The state does very little to make it easy for someone getting out of prison to find a home or get a job,” Mr. Beyer said. “Unfortunately, we set ourselves up by finding their next home — in prison a couple of months later.”
