be made without public debate. The people of Rappahannock County never had an opportunity to make their views known.

Not one School Board member ran on a platform in favor of Goals 2000. There was no notice to the public that this vote would come before the School Board.

The School Board owes it to the people to reconsider their decision.

The question of participation in Goals 2000 and its requirements on our school systenj should be opened to public debate.

Since the time of the School Board vote, Governor Allen’s veto of Goals 2000 funding has been upheld by the state legislature. Some would say that this makes Goals 2000 a dead issue.
