“I am not satisfied. I don’t like the situation." He said he would like to set as a goal having 80 percent pass all three tests in sixth grade.
Piedmont District representative Dennis Wingfield noted that the school system is more than 20 points behind the state in the percentage that passed all three tests. "This is a big gap. Somebody should be able to say what we were not doing in ‘96 that we were doing in 93 to make a difference.” (In 1993 82.6 percent of Rappahannock sixth graders passed all three tests. In 1996 only 47.3 percent did.)
Dr. Tole said, “In my opinion the problems that existed at RCES have been corrected. It developed over time, and it will take time to fix ... My suspicions are we will do better in the future.”
Mr. Makela said he had heard from people who want to know that something will be done to correct the situation and suggested forming a committee of parents, teachers and board members “to look at everything involved: the test itself, communication with parents and children and make sure everything is done to the best of our ability. I hesitate to say just give it time and see what happens.”
“I’m not asking you to just give it time,” Dr. Gangel said. “We need to get back to basics. I will guarantee we will improve.”
