The supervisors voted to support Loudoun County in its request to have VDOT. allowed to pave secondary roads without widening them. VDOT has claimed that it would be liable if accidents happen on a road that had been improved without bringing it up to standards for safety. This proposal would give VDOT immunity from liability for this practice. Mr. Estes said he could support "pave in place" policies, providing the supervisors had authority to approve each instance where that policy was followed.

The supervisors agreed to hold a public hearing oq,lh6 text of the revised Comprehensive Plan in February with final approval of die document delayed until summer when County Administrator John McCarthy will have time to prepare maps and other graphics to go with it.
