James William “Jim Bill” Fletcher, age 79, born Oct. 19, 1918, died at his home, Thornton Hill, in Sperryville, Va., on March 10, 1998. He was the son of the late William Meade and Martha Ball Buckner Fletcher.
He graduated from law school at T.C. Williams School of Law, University of Richmond in 1940. He became licensed to practice law in the Commonwealth of Virginia on Oct. 19, 1939, which was his 20th birthday, however, he could not practice law until he was 21.
He started his practice of law in Rappahannock County and practiced here his entire career, serving for a number of years as Commissioner of Accounts for the county.
He served as chairman of the Seventh District Democratic Committee for 20 years. He was also chairman
