■ Rappahannock News Special Writer •>,, Recommendations for an athletic dsach hiring policy were presented to the Rappahannock County School Board art its meeting of Nov. 23, 1999. These recommendations were prepared by all ad hoc committee, composed of school administrators and teachers, parents, a student, the RCHS athletic director and other community members, that was established as a result of concerns about school coaching expressed by the School Board and the community at the School Board meeting of Nov. 9.
The policy recommendations are straightforward—they define a mission, prescribe a hiring process and selection priorities, and present recommendations for coach evaluations and contractual requirements. The hiring process outlined in the document notes that “Recommendations for hiring coaches will be presented to the School Board by the Athletic Director, after consultation with the high school principal." -•
It also states that “All vacant . coaching positions shall be publicly advertised,” and that hiring decisions will be based “upon the Virginia High School League Coaches Rule (27-2-2), and the hiring priorities,” but also gives preference to teachers currently under contract “if they are comparably qualified . . .”
The recommended hiring priorities are: (1) the greatest level of coaching training and ability, and the greatest experience in the sport to be coached; (2) the greatest knowledge of the age group of the students to be coached; (3) the greatest ability to lead and manage people and engage the community and build program; (4) ' the best positive role model; and (5) the most formal education.
After presenting these ad hoc committee recommendations, Schools Superintendent Dr. David Gangel briefly discussed other athletic program issues and their dependence upon the upcoming school budget process. He spoke of the possibility of engaging two coaches per sport, and of the needs for ongoing coach and referee training, for establishing a field maintenance program, and for improved uniforms.
He also thanked the community for their passion and interest in the school athletic program and expressed his hopes that the momentum developed could be “used to move the program forward.”

for Baldwin case
in Charlottesville.
Danny and Bonnie Sue Baldwin will be tried for bear poaching and sale of illegally taken wildlife on Tuesday, Dec. 7 at 10 a.m. (rather than Dec. 2) in Charlottesville, Va. Bear poaching is considered a felony and the maximum penalty is five years incarceration and a fine of $250,000.
The Baldwins were indicted on March 11 thanks to the ongoing Operation SOUP (Special Operation to Uncover Poaching), conducted by the National Park Service, the Virginia Department of Game and Inland Fisheries, and the U.S. Fish and Wildlife Service.
In addition to the poaching charges, Bonnie Sue Baldwin has been charged with being in possession of firearms after having been convicted of a felony. The maximum statutory penalty for the firearms charge is 10 years incarceration and a fine of $250,000.
