The salient points of opposition are that: local access roads, which run predominantly through Rappahannock and Madison Counties, are inadequate for the prospective use of the property; the proposed use does not conform to the dictates of the Culpeper Master Plan for agricultural districts; prospective development and accompanying traffic will harm the local environment and the rural character of the area; and that the demand for services by such development will result in increased taxes for existing property owners.

KCPC’s application places a significant burden upon Culpeper County residents and upon those charged with its review. They must ascertain, objectively, whether the prospective development is right for the county, now and into the future,; They must determine whether the impact of such development is acceptable, fend whether the development will promote the objectives of the county’s Master
