KCPC and its subsidiary; Central Missionary Fellowship, Inc., of similar acreage in Culpeper County in February of 1998. Their purchase in Culpeper is on the Hughes River, just over the Rappahannock County line, and consists of two parcels totaling just over 272 acres, also in an agricultural district. Again, the KCPC has applied for a special use permit, this time restricted to the construction of a “Parish Prayer House.”
KCPC’s application for a special use permit was approved, with restrictions, by the Culpeper County Planning Commission in early November of this year despite significant local opposition— opposition that paralleled that in Rappahannock two years earlier. According to the Culpeper News, KCPC’s Pastor Lee “suggested . . . that discrimination against Koreans could be a factor in opposition to the project,” but opponents' are clear and in concert, both with others presently opposed to the project and with the opposition that surfaced in
