Superintendent Gangel agreed, noting that “salary is the first place I start when I start the budget. . . the heart and soul of education is what goes on between the student and the teacher.” He stated that teacher salary is the first A priority this year, and reviewedf' the methods and costs of bringing Rappahannock salaries into par with the mean state starting salary.
