and Hearthstone school parent Sam Clifton, who spoke to earlier concerns about student safety at the temporary school facility and about the potential of adverse impact on the water table and water quality. Mr. Clifton noted that the safety issue would be resolved by moving the recreation area that fronts on Castleton View Road to the rear of the school, and by erecting a double fence as a safety buffer. He also said that the school uses an industrial i grade septic system, that water quality is to be tested on a monthly basis, and that there is “no reason to be concerned with sewer or water.”
Co-applicant Lorin Maazel thanked his neighbors for their concern about the preservation of Rappahannock’s rural character and way of life, and spoke of the importance of the county's survival as “an oasis of civility.” Maestro Maazel provided a brief narrative on the history of the Hearthstone schoolj stressing the fact that
