Carolyn Sabol, who lives next door to the new school facility, presented a petition from those opposed to the application, and told the commission that the school was illegal, citing VDOT code that states, she said, “that no school can be on any road not designed to be a ‘major collector.’
Administrator McCarthy informed Ms. Sabol that the code was not applicable in Rappahannock and therefore the school was not illegal. Other opponents, including Rowland Evans, Dave Fannon and Harry Clarkson, focused on the traffic issue, all noting their concerns with the inability of local roads to carry likely traffic increases.
