Occasionally reminiscent of the oils of Edward Hopper, Thomas Spande’s work is a concentrated reflection on light and the drama of the world we live in. For Spande, a subject like a building is more than boards and bricks, it may be musical, it may be sinister, it may be proud.
Spande’s previous exhibits include one man shows at the Bowdoin College Museum of Art, and the Middle Street Gallery. Nine cityscape etchings of his are included in the Bowdoin College Museum of Art’s permanent collection.
Spande, 28, will enter the Maryland Institute’s Mount Royal School of Art in Baltimore, Md. as a graduate student in September.
A reception will be held a,t the Middle Street Gallery on April 2 from 2 to 4 p.m.
The Middle Street Gallery is located next to The Inn in Washington. The hours of the gallery are 11-6, Friday} Saturday and Sunday.

Reports
The Rappahannock County Building Office reports for the period running Jan. 22 through Feb. 21 the following permits were issued:
For the month, the office issued four new home permits; seven addition/remodel/renovation, one new shed/barn/garage, one pool and one commercial remodel permits.
Miscellaneous permits included: one permit for an electric service, one permit to construct chimney and five renewal permits.
The Building Office also, reviewed nine sets of plan; had 178 scheduled inspections; nine walk-in consultations and seven scheduled consulta*tions.
The year to date totals are; two new home construction} zero commercial buildings for 1999, six new home construetion, one commercial buildings for the year 2000.
