On Sunday evening, Aug. 26, Tim Kaine, candidate for Lieutenant Governor met with over 100 voters from Rappahannock and several surrounding counties. In last week’s issue of the Rappahannock News Daphne Hutchinson covered the meeting and his opening remarks. The second part of her article covering the audience question session follows:
Taking questions from the audience, Kaine addressed:
1) Environmental protection: Kaine reported that his endorsement by the League of Conservation Voters would be announced this week. This support comes on the basis of his record ? protecting open space, cleaning up the James River, breaching the river’s dams so migratory fish can go upriver and facilitating the adaptive reuse of old buildings as an antisprawl strategy.
2) Funding for education: Rather than raise the top end of the income tax scale and divert that money to education, Kaine advocated the state returning budget surpluses to localities for education, thus enabling cities and counties to “share in positive economic times.”
3) The elimination of the car tax: This was a promise made to the voters of Virginia, and if government is to have the confidence of the people, promises must be kept, Kaine advised. “But we should carry through exactly as the promise was made.” The car tax was to be phased out as new revenue came in; however, when the revenue wasn’t there, Governor Gilmore and the Republicancontrolled General Assembly decided to phase it out anyway, he said.
4) Flexibility for local government: Kaine supported limits, though not an overturning, of the so-called Dillon Rule,
