TFR! Trash Free Rappahannock has just completed its fourth year. This has become a real combined effort of individuals and groups that help keep the county beautiful and costs the public nothing additional. . Commonwealth Attorney Peter Luke provides the involuntary youthful labor from the courts; the judges like the program because it is real work; Penny Jenkins at VDOT has been very cooperative, supplying, signs, bags and pick-up Services; the Lions Club has provided the lion’s share of the volunteers to supervise the ^youthful offenders” over the course of the five weekends TFR was on the roads.
