In the recent past, the Rappahannock Association for the Arts and Community has borne both the managerial and financial burden for the event, but their withdrawal after the 2001 Fourth left the County's Fourth of July celebration without direction and director, and Mr. Rosenbaum volunteered to provide this service at a Town meeting last month.
In order for the Town to accept his assistance though, he must prove to the Town Council that he has an acceptable plan for the event, the required support, and the necessary manpower to pull off a successful
