It may well make sense for
the Board of Supervisors to postpone action on the proposal to designate the Hazel as a Tier III river. Virginia’s DEQ and the EPA are currently negotiating revision of Virginia’s “anti-degradation policy” which EPA finds lacking (I agree), and — since Tier III constitutes application of that policy in the real world — one can logically argue that we ought to know what the revised policy is before we implement it. On the other hand, some of the things said about Tier III at the Board’s Feb. 4 hearing seem blatantly off the wall.
To me, it would make local and State public policy sense to designate all major streams in Rappahannock County Tier III. At heart, this would put all our
