lobbyist has changed my view on an issue.

We in the General Assembly encounter another type of “lobbyist”, however, our constituents from home. When I receive thoughtful, reasoned arguments from persons I am sent to Richmond to represent I carefully reflect on them. The change of my position on HB 82 this session illustrates the impact constituent's opinions can, and do, have on me.
HB 82 is a bill that would double the license tag surcharge for the benefit of volunteer rescue companies from two to four dollars. My first analysis was that money to assist the emergency medical rescue squads should come out of the general funds that we in the General Assembly appropriate, rather than from a special fee.
In this case the fee is on motorists, yet only 28 percent of the calls to which the rescue squads respond are vehicle accidents. Why should motorists pay for the two thirds of services of rescue squads unrelated to vehicles? Accordingly, I voted against HB 82 when it was before the Finance
