“The parents need to be given more control,” said Delegate Richard H. Black, RLoudoun, sponsor of the bill.
The bill would penalize physicians for performing abortions without parental permission. Right now, physicians are supposed to notify a parent, not gain consent from the parent. Opponents said the bill would just force a “child to have a child.”
“Why don’t you just put a bill in that outlaws abortions?” asked Delegate Kenneth R. Melvin, DPortsmouth, noting that the legislation restricting abortions has been proposed year after year in the General Assembly.
