At a meeting of the Planning Commission, one voiced opinion stressed that the County did not have the authority to dictate what a land owner could to do with his/her property. In response, Commissioner A1 Henry (Jackson District) was quoted as saying that the ordinance "is not trying to prohibit, it is just trying to protect the health and welfare of the citizens”. At the same meeting, Commission Chairman Tom Junk (Piedmont District) expressed his opinion that the ordinance "is probably the best in the state". At the 2002 Legislative Session of the Virginia General Assembly, Delegate Robert Orrock (Spotsylvania) introduced a bill to enable local government more control of sewage sludge operations within their respective jurisdictions. The legislation was stopped in committee, but, the General Assembly intends to re-address the matter during the 2003 Session.
