But the three-man-majority disagreed. During the public hearing, Chairman Estes asked how many school children live along the road. Audience members said there was only one, and he does not attend Rappahannock public schools. Though no school buses currently use Grimsley Road, Estes noted that buses may have to use the road some time in the future. “I favor the VDOT plan” for partial paving, Estes said.
Frazier, agreeing, made the motion to approve the project, with Lee seconding the motion. The 3-2 vote followed, with some in the audience appearing shocked or angry.
A woman in the audience, Jennifer Alexander, held up a hand-lettered sign that said: “Democracy Fails.” She marched out of the meeting with the sign held aloft in both hands, followed by others who had opposed the project.
