The following explains the recommendations in detail:
• Seek state support for open space preservation. This recommendation would seek to compensate for the Commonwealth’s formula for determining state education aid 'the Local Composite Index, or LCD. which does not recognize the substantial tax revenue foregone bv localities who successfully encourage open-space preservation. The committee proposed that the county seek a political, “appropnations-based" remedy for the skewing effect of the LCI by lobbying the state to appropriate funds as part of the biennial budget, reimbursing localities such as Rappahannock County that have forgone greater than 50 percent of its local land valuation through the functioning of a local Land Use Value taxation program.
• Increase the amount of land under easement in the county. When calculating the LCI, the state considers the value of real property to bo its full market value unless the
