Warner urged legislators to stick with his program. “Wouldn’t it be ironic if within a few weeks of receiving an A in financial management, we did something that takes us off a path of fiscal responsibilities?” asked Warner. This year, the state has a budget surplus, and Republican leaders in the House want the General Assembly to commit itself to a plan for phasing out the car tax. The Democratic governor doesn’t like that idea. He suggested that legislators use the surplus to speed up a scheduled reduction in the sales tax on food and to fund one-time expenditures, such as certain transportation projects.
