Congratulations to Centex
and the Culpeper County Board of Supervisors for completion of the rezoning of the Clevenger’s Comer parcel. Centex, as a private landowner, has a reasonable expectation of rezoning approval for a plan developed in accordance with Culpeper’s adopted Comprehensive Plan. Centex showed flexibility in reducing its proposed level of development and resulting impact. Culpeper was successful in negotiating a 71 percent reduction in residential units and a 73 percent reduction in commercial floor space as compared to the original Centex application. It would be difficult fpr Culpeper to realize its Village Center vision ivithout any village.
It might be beneficial if the Rappahannock News could broaden its coverage of the development to include a more complete discussion of Centex’s proffered commitments, permanent open space preservation, proposed amenities, anticipated job creation, and the likely financial impact on Culpeper County. This balance would help the reader evaluate the total impact of the development.
