The Town of Washington has applied for the issuance of a permit to discharge treated sewage effluent into the Rush River. Among the concerns raised by citizens opposed to the project are impacts to water quality, low and or zero flow conditions during drought periods, in-stream/effluent screening and monitoring, odors, impact on property values, and rights of landowners whose land borders the Rush River downstream.
Although many facts were discussed during the meeting— many based on RappFLOW and Virginia Department of Environmental Quality data— caution about “facts” and data was heard as well. It was pointed out that much of the data is not available, not verifiable, or incomplete. No one present, for instance, could point to one certifiable reason that explains the presence of e-coli in the Rush River.
