Quick background and facts: • Counties have approved an estimated 3,200 miles of road lanes for subdivisions since 1997 - and all have been added to the Commonwealth’s list of transportation responsibilities. • By comparison, roughly 60,000 miles of road lanes are in the entire transportation system. • Under Marshall’s bill, counties would have to maintain roads developed in the future or require homeowners’ associations to do so. • The touted benefits are that land-use and transportation decisions would be tied together during the decision-making process, and neighborhood road developments - under the jurisdiction of locals rather than the state — would then no longer have to meet the strict standards of VDOT.
