school and county buildings with more energy efficient improvements: a sophisticated control system, new thermal windows, new heating/cooling units.
The perception was that county officials - administrator John McCarthy and the Board of Supervisors — were about to approve a $2.5 million contract with Ameresco without any public comment at all, that the taxpayers were about to be saddled with new debt, and as a consequence taxes were going to go up.
The organizers of the meeting - Tom Junk and Roger Cordani - perhaps got more than they bargained for...much more.
Nevermind that there was no pending vote on a contract. There was no contract written yet. Nevermind that three layers of accountability separated the beneficiary of this proposed contract — the county — from liability. Nevermind that the Code of Virginia specifically states that performance contracts do not represent a debt nor would they place any claim on the “full faith and credit” of the contracting entity - in this case the county.
What began calmly with Junk saying, “everybody’s your neighbor here, please try not to get personal,” rapidly degenerated into accusation and counter accusation.
