What must be done is easily stated: Greatly reduce emissions of greenhouse gases, especially carbon dioxide (C02), to stabilize their concentration in the atmosphere. Failing that, most scientists believe the global climate will be disrupted, causing coastal flooding, shifts in rainfall affecting agriculture, starvation, population migrations and civil disturbances such as those already evident in sub-Saharan Africa. The latest projections for sea-level rise will average 3 feet by 2100. Virginia’s coastline, entire ecosystems, and all species (including our own) become at risk.
To reduce C02 emissions we must reduce burning coal, oil and natural gas. Coal emits the most C02 per unit of energy produced, so it becomes the prime target. The most effective way to reduce emissions is to put a price on them, encourag
