Chapter 10, Lieberman stated that the agency was formed in 1973 in response to federal and state legislation in the field of mental health and mental retardation.
Later, Fauquier and Orange Counties requested Chapter 10 to take over the aging and nutrition services, and in 1976 legislation added substance and alcohol abuse to Chapter 10’s scope.
